Bill, develop all your characters 1st before diving into your script. Map out all their internal conflicts...or their flaws, and how they got those flaws. Such as Tom doesn't trust religous leaders because he was once a catholic choirboy. Your external conflicts will arise naturally from scene locations, and interaction with other characters.
